Australia reverses ban on uranium exports to India

(AP) ? Australia's ruling party voted Sunday to overturn a long-standing ban on exporting uranium to India, despite fierce opposition from critics who argued such sales are unsafe because India has not signed the Nuclear Nonproliferation Treaty.

Prime Minister Julia Gillard urged members of her center-left Labor Party during its annual conference to allow the exports in the interest of the national economy, arguing there are safeguards in place to ensure the uranium would be used for peaceful purposes.

"We need to make sure that across our regions we have the strongest possible relationships we can, including with the world's largest democracy, India," Gillard said. "That's why today we should determine to change our platform and enable us, under safeguards, to sell uranium to India."

The party's vote to amend an executive policy does not need parliamentary approval.

Australia holds 40 percent of the world's known uranium reserves. It does not sell uranium on the open market and bans nuclear power generation at home.

But it sells uranium only for the purpose of power generation under strict conditions banning any military applications in bilateral trade agreements with the United States, China, Taiwan, Japan, South Korea and several European countries.

Australia's previous conservative government started negotiations with energy-hungry India on uranium sales. But the Labor government immediately ended the talks when it came to power in 2007, ruling out exports unless New Delhi signed the Nuclear Nonproliferation Treaty.

Gillard had previously noted that the U.S. lifted a "de facto international ban" on nuclear cooperation with India in 2005 when it signed a deal with New Delhi to trade uranium and work together on civil atomic power generation.

But many Labor lawmakers slammed the policy change, arguing that selling uranium to India in the wake of this year's nuclear disaster at the Fukushima Dai-ichi power plant in Japan, the 1979 partial meltdown of the Three Mile Island reactor in the U.S. and other nuclear accidents was irresponsible and out of touch.

Labor Sen. Doug Cameron won a standing ovation from the crowd after a fiery speech in which he called the amendment "nonsense."

"Prime Minster, you are wrong! Ministers, you are wrong!" he shouted to thunderous applause. "This is a bad move for the Labor Party, it's a bad move for international peace."

Others argued that India was too important an economic power to ignore.

"India, like China, is a rising superpower and it has to be upfront and center in our foreign policy and our foreign trade," said Labor member Richard Marles. "(This amendment) will pave the way for our two countries to fulfill our shared destiny as nations and friends."

The motion passed by a vote of 206 to 185.

Beckham: I have a 'big decision to make' on future

MANILA, Philippines - David Beckham says he has a "big decision to make" after his contract with the Los Angeles Galaxy expires.

The former England captain reiterated his desire to play for the British team in the London Olympics next year after arriving in Manila on Thursday with his Galaxy teammates for the second leg of a series of friendlies.

Beckham says he is proud of his time with the Galaxy and added that it "might continue."

The Galaxy won 1-0 against Indonesia on Wednesday and head to Australia after playing the Philippine national team on Saturday.

Beckham's contract with the Galaxy expires at the end of the tour.

Swiss Government Declares Downloading for Personal Use Legal ...

The government of Switzerland has issued a statement declaring that it will not take action to alter current copyright laws allowing the downloading of music and movies for personal use. The statement is the result of a lengthy study conducted by the Swiss government into the impact of so-called ?piracy? on the entertainment industry.

The entertainment industry has been complaining in Switzerland ? as in the US and elsewhere ? that the unauthorized downloading of music and movies has harmed their business. The situation in Switzerland is somewhat unique, in that current copyright law considers the downloading of content for personal use as acceptable and legal. The entertainment industry has been lobbying the Swiss government to change the law. This study is the government?s response.

Despite the industry?s claims that downloading undermines their business, this study shows that the effect of unauthorized downloading on the industry?s bottom line is negligible. One key finding of the study is that downloaders spend as much if not more to acquire content legally as those who do not download. Researchers found no change in amount of disposable income spent on music and movies, despite the fact that roughly one third of Swiss people engage in some form of downloading. The government concluded, then, that no change to the current legal structure was necessary, and urged the entertainment industry to grow and adapt with the changes in technology and in consumer habits, rather than trying to suppress progress.

Switzerland?s findings are just the latest in a series of reports showing that the downloading of music and movies is far less harmful than the entertainment industry would have us believe. In July Douglas C. Merrill, formerly of Google and then EMI, one of the three main record labels, said in a keynote address that his research while at EMI showed that users of torrenting service LimeWire were among the best customers in the iTunes music store. Around the same time, Telepolis published a report (Google Translation) stating that users of the recently raided kino.to website tended to pay more at the box office than the average moviegoer. Meanwhile, another study conducted by Northwestern University (PDF) showed that users of peer-to-peer client software ? i.e., BitTorrent users ? bring in a substantial amount of money for the large ISPs.

US trade panel considers solar dispute with China

WASHINGTON (AP) ? A federal trade panel has found that Chinese imports harm or threaten to harm the U.S. solar panel industry.

That means a complaint by U.S. solar companies can continue.

Seven companies complained to the International Trade Commission in October that Chinese competitors were "dumping" solar products on global markets to depress prices.

The complaint asks for tough trade penalties on Chinese solar imports.

The trade panel voted unanimously Friday to investigate.

The case has caused a split in the solar industry.

Some U.S. companies say Chinese imports have lowered prices for solar panels, helping consumers and promoting rapid growth of the industry.

California-based Solyndra Inc. cited competition from China as it filed for bankruptcy in September despite receiving a half-billion-dollar federal loan.
