White House meeting a last stab at a fiscal deal

(AP) ? Amid partisan bluster, top members of Congress and President Barack Obama were holding out slim hopes for a limited fiscal deal before the new year. But even as congressional leaders prepared to convene at the White House, there were no signs that legislation palatable to both sides was taking shape.

The Friday afternoon meeting among congressional leaders and the president ? their first since Nov. 16 ? stood as a make-or-break moment for negotiations to avoid across-the-board first of the year tax increases and deep spending cuts.

Obama called for the meeting as top lawmakers alternately cast blame on each other while portraying themselves as open to a reasonable last-minute bargain.

Senate Democratic Leader Harry Reid all but conceded that any effort at this late date was a long shot. "I don't know timewise how it can happen now," he said.

For Obama, the 11th-hour scramble represented a test of how he would balance the strength derived from his re-election with his avowed commitment to compromise. Despite early talk of a grand bargain between Obama and House Speaker John Boehner that would reduce deficits by more than $2 trillion, the expectations were now far less ambitious.

Although there were no guarantees of a deal, Republicans and Democrats said privately that any agreement would likely include an extension of middle-class tax cuts with increased rates at upper incomes, an Obama priority that was central to his re-election campaign. The deal would also likely put off the scheduled spending cuts. Such a year-end bill could also include an extension of expiring unemployment benefits, a reprieve for doctors who face a cut in Medicare payments and possibly a short-term measure to prevent dairy prices from soaring, officials said.

To get there, Obama and Reid would have to propose a package that Senate Republican Leader Mitch McConnell would agree not to block with procedural steps that require 60 votes to overcome.

Speaking on the Senate floor Thursday, McConnell cautioned: "Republicans aren't about to write a blank check for anything the Democrats put forward just because we find ourselves at the edge of the cliff."

Nevertheless, he said he told Obama in a phone call late Wednesday that "we're all happy to look at whatever he proposes."

If a deal were to pass the Senate, Boehner would have to agree to take it to the floor in the Republican-controlled House.

Boehner discussed the fiscal cliff with Republican members in a conference call Thursday and advised them that the House would convene Sunday evening. Rep. Tom Cole, R-Okla., an ally of the speaker, said Boehner told the lawmakers that "he didn't really intend to put on the floor something that would pass with all the Democratic votes and few of the Republican votes."

But Cole did not rule out Republican support for some increase in tax rates, noting that Boehner had amassed about 200 Republican votes for a plan last week to raise rates on Americans earning $1 million or more. Boehner ultimately did not put the plan to a House floor vote in the face of opposition from Republican conservatives and a unified Democratic caucus.

"The ultimate question is whether the Republican leaders in the House and Senate are going to push us over the cliff by blocking plans to extend tax cuts for the middle class," White House communications director Dan Pfeiffer said. "Ironically, in order to protect tax breaks for millionaires, they will be responsible for the largest tax increase in history."

Boehner, McConnell, Reid and House Democratic Leader Nancy Pelosi are all scheduled to attend Friday's White House meeting with Obama. Vice President Joe Biden will also participate in the meeting, the White House said.

Despite the urgency to act, the rhetoric Thursday was quarrelsome and personal.

The House of Representatives is "being operated with a dictatorship of the speaker," Reid said on the Senate floor. He attributed Boehner's reluctance to put a version of Senate bill that raised tax rates on incomes above $250,000 for couples to fears he could lose his re-election as speaker next week.

"Harry Reid should talk less and legislate more if he wants to avert the fiscal cliff," countered Brendan Buck, a spokesman for Boehner.

If a deal is not possible, it should become evident at Friday's White House meeting. If that occurs, Obama and the leaders would leave the resolution to the next Congress to address in January.

Such a delay could unnerve the stock market, which performed erratically Thursday amid the developments in Washington. Economists say that if the tax increases are allowed to hit most Americans and if the spending cuts aren't scaled back, the recovering but fragile economy could sustain a traumatizing shock.

But a sentiment is taking hold that despite a black eye to its image, Congress could weather the fiscal cliff without significant economic consequences if it acts decisively next month.

"Going over is likely because at this point both sides probably see a better deal on the other side of the cliff," Jared Bernstein, Biden's former economic adviser, wrote in a blog post Thursday.

By letting current tax cuts expire and rise, Bernstein and others say, Republicans would be voting to lower taxes next month, even if not for all taxpayers. Democrats ? and Obama ? would be in a stronger position to demand that taxpayers above the $250,000 threshold pay higher taxes, instead of the $400,000 threshold that Obama proposed in his latest offer to Boehner.

And the debate over spending cuts, including changes to politically sensitive entitlement programs such as Medicare, would have to start anew.

PHILADELPHIA (CBS) ? Somewhere between opera and operetta, Les Mis?rables is a heart-on-its sleeve narrative concert.

The intense and thrilling experience that was the legendary, sung-through, ?80s stage show set in squalid revolutionary France, Les Mis?rables was an adaptation of Victor Hugo?s 1862 political novel and, in any form, is a testament to the human spirit.

And if the movie doesn?t quite replicate the parade of privileged moments of the stage play, it still resonates with intense emotionality and extravagant romanticism.

In short, it casts a spell.

Hugh Jackman stars as prisoner-turned-politician Jean Valjean, an ex-convict who, after spending nearly two decades in prison for stealing a loaf of bread, breaks parole and runs off to start a new life, becomes a factory owner and then the mayor of a small town.

Russell Crowe plays Javert, Valjean?s former prison guard, now a ruthless inspector, obsessively pursuing Valjean for decades.

And Anne Hathaway is destitute factory worker Fantine, a single mother turned prostitute whose young daughter Valjean promises to look after.

Their fates will intermingle during the 1862 uprising as French revolutionaries man the barricades.

Amanda Seyfried and Eddie Redmayne offer youthful romantic support, while Helena Bonham Carter and Sacha Baron Cohen contribute comic relief as greedy and disreputable innkeepers.

Director Tom Hooper, coming off his 2010 Oscar for best director (for The King?s Speech), demonstrates with this epic production that that was no fluke.

Instead of the usual way of filming musical numbers, which is having the performers lip-synch to prerecorded tracks, Hooper had his performers sing live during filming.

This proves to be a tremendous advantage in some cases.? Jackman, anchoring the film and changing considerably as his narrative arc unveils, is terrific throughout as singer and actor.

And Hathaway?s delivery of ?I Dreamed a Dream? is one of the most impactful in movie history: in one long, dramatic closeup, she sings her heart out while breaking ours.

But in other cases -? for example, with Crowe, who is not suited to this style of singing -? the unique approach reveals troublesome shortcomings, in singing if not in acting.

The screenplay by William Nicholson, based on the musical play by Alain Boublil, with memorable music by Claude Michel-Schoenberg and remarkably timeless lyrics by Herbert Kretzmer, makes room for eighteen musical numbers ?- including ?One Day More,? ?Bring Him Home,? and ?On My Own.?

Not all soar, but all register.

Following dozens of screen adaptations of Les Mis?rables as far back as the silent era, this is the first musical version.

Offering virtually no spoken dialogue, it isn?t perfect. But the class warfare on display, the portrait of the downtrodden, the focus on inequality and injustice, makes the film seem a lot less like a period piece than you might think.

As the sad songs mount up, you might even find yourself thinking of it as ?Occupy Wail Street.?

So we?ll barricade 3? stars out of 4 for a stirring musical drama with many moments of magnificence.? Unless you?re allergic to screen musicals, don?t Miz it.

Man who killed 2 firemen left note on killing plan

WEBSTER, N.Y. (AP) ? The ex-con who lured two firefighters to their deaths in a blaze of gunfire left a rambling typewritten note saying he wanted to burn down the neighborhood and "do what I like doing best, killing people," police said Tuesday as they recovered burned human remains believed to be the gunman's missing sister.

Police Chief Gerald Pickering said 62-year-old William Spengler, who served 17 years in prison for the 1980 hammer slaying of his grandmother, armed himself with a revolver, a shotgun and a military-style rifle before he set his house afire to lure first responders into a death trap before dawn on Christmas Eve.

"He was equipped to go to war, kill innocent people," Pickering said.

The rifle he had was a military-style .223-caliber semiautomatic Bushmaster rifle with flash suppression, the same make and caliber weapon used in the elementary school massacre in Newtown, Conn., Pickering said.

The chief said police believe the firefighters were hit with shots from the rifle given the distance but the investigation was incomplete.

Pickering declined to divulge the full content of the two- to three-page note left by Spengler or say where it was found, but read one line from it: "I still have to get ready to see how much of the neighborhood I can burn down, and do what I like doing best, killing people."

The human remains were found in the charred house that Spengler shared with his 67-year-old sister, Cheryl. A medical examiner will need to determine the identity and cause of death because the body is badly burned.

Spengler killed himself as seven houses burned around him Monday on a narrow spit of land along Lake Ontario in this suburb of Rochester. A friend said Spengler hated his sister but the chief said the note left by him did not give a motive.

No other bodies were found, and police late Tuesday said the on-scene investigation had been completed.

Two firefighters were shot dead in the ambush and two others are hospitalized in stable condition.

Spengler fired at the four firefighters when they arrived shortly after 5:30 a.m. Monday to put out the fire, Pickering said. The first police officer who arrived chased the gunman and exchanged shots.

Authorities said Spengler hadn't done anything to bring himself to their attention since his parole. As a convicted felon, he wasn't allowed to possess weapons. Monroe County District Attorney Sandra Doorley said Spengler led a very quiet life after he got out of prison.

A friend, Roger Vercruysse, lived next door to Spengler and recalled a man who doted on his mother, whose obituary suggested contributions to the West Webster Fire Department.

"He loved his mama to death," said Vercruysse, who last saw his friend about six months ago.

Vercruysse also said Spengler "couldn't stand his sister" and "stayed on one side of the house and she stayed on the other."

The West Webster Fire District learned of the fire after a report of a car and house on fire on Lake Road, on a narrow peninsula where Irondequoit Bay meets Lake Ontario, Monroe County Sheriff Patrick O'Flynn said.

Emergency radio communications capture someone saying he "could see the muzzle flash coming at me" as Spengler carried out his ambush. The audio posted on the website RadioReference.com has someone reporting "firefighters are down" and saying "got to be rifle or shotgun - high powered ... semi or fully auto."

Two of the firefighters arrived on a fire engine and two in their own vehicles, Pickering said. After Spengler fired, one of the wounded men fled, but the other three couldn't because of flying gunfire.

The police officer who exchanged gunfire with Spengler "in all likelihood saved many lives," Pickering said.

The dead men were identified as police Lt. Michael Chiapperini, 43, the Webster Police Department's public information officer; and 19-year-old Tomasz Kaczowka, also a 911 dispatcher.

Pickering described Chiapperini as a "lifetime firefighter" with nearly 20 years in the department, and he called Kaczowka a "tremendous young man."

The two wounded firefighters, Joseph Hofstetter and Theodore Scardino, were in stable condition Tuesday at Strong Memorial Hospital, the chief said. Both were awake and alert and are expected to recover.

Hofstetter, also a full-timer with the Rochester Fire Department, was hit once in the pelvis, and the bullet lodged in his spine, authorities said. Scardino was hit in the chest and knee.

The shooting and fires were in a neighborhood of seasonal and year-round homes set close together across the road from the lakeshore. The area is popular with recreational boaters but is normally quiet this time of year.

Which Is There More Of: Kindness Or Unkindness? A Christmas Accounting

Here's a notion. It comes from Kevin Kelly, author, editor and friend. He was imagining this:

Suppose, he said, that you could count every kindness, every good deed, every smile, every caress, every act of charity, love, tenderness, every generous moment that occurred on the planet this year, and add them all up so you'd have a Total Incidence of Goodness for 2012, a grand sum.

And then, suppose you did the opposite: suppose you counted every frown, every growl, every selfish, jealous moment, every kick, punch, poke, slap, jab, every deceitful, hurtful act, every murder, every wrong, every unkindness, and add them up, so you'd have Total Incidence of Badness ? that's two columns, Good Acts, and Bad, a kind of moral accounting, double-entry style, for humankind.

Which, Kevin asked, would be greater? The good or the bad?

It was his guess ? and that's what it is, a blind guess, that in more years than not (and there will be many exceptions,) ? the piles will look almost equal, but that Good will edge out Bad by a single act or two, an almost invisible advantage.

But then, Kevin says, let the years roll by, then the decades, the centuries, the millennia, and over enough time, this slight propensity for Goodness will compound and compound into an emergent arc, shaping humanity, so that humans in the future will be kinder than humans in the past.

People, he thinks, are moving in tiny steps, from the dark toward the light.

History Has A Direction...

And Kevin's not alone. This idea, that there's a kind of direction to human history, maybe even built into our biology, has been around certainly since the Enlightenment in Europe. That's why, said John Locke, we have been given reason. We have to use our smarts, our moral sense, to choose well, to "pursue happiness."

And, at least recently, in material ways, we have improved. In 1800, half the people on earth died by age 30. Two hundred years later, though there are now six times more people, life expectancy has more than doubled, to over 65. We are increasingly better fed, better educated, and ? this is key ? more and more of us ? especially women and millions of Chinese and Indians ? have more options, more opportunities to do more of the things we want to do, including, perhaps, more room to be kind.

What Drives Change In The World?

The question is, what is driving these changes? Kevin suggests that if we wait long enough, progress just happens. If that's so, one might look for the cause in a Designer; that progress is a Christmas gift whispered into our natures, guiding us inevitably to a better world.

Or...

Is progress our assignment? Our challenge? A test we might fail?

Martin Luther King, Jr., famously addressed this question in a speech he gave on the steps of the state capital in Montgomery, Ala.

A couple of weeks earlier, more than 500 civil rights marchers had walked east out of Selma, Ala., heading on U.S. Route 80 toward the state capital, when they were stopped by troopers at the Edmund Pettus bridge, set upon with billy clubs and tear gas, and beaten. 17 people went to the hospital.

Two days later, Dr. King joined that march and this time segregationists attacked three ministers who were walking with him. One of them, the Rev. James Reeb, a Unitarian Universalist minister from Boston, was refused treatment at Selma's public hospital. An ambulance took him two hours to Birmingham, but it was too late. He died two days later.

King returned to the highway, and kept marching to Montgomery, until, on March 25, 1965, finally on the Capitol steps, he stood before a now swollen crowed of supporters and spoke to them about change, about progress, about a better world.

The Arc Of The Moral Universe Is Long...

People will improve, he told them. He couldn't say when, but one day, he said, people will be kinder to each other, fairer, "because the arc of the moral universe is long, but it bends toward justice."

History, Dr. King presumed, has a direction, Kevin thinks the same thing. But if history is bending, who does the bending? Does the world perfect us? Or do we have to roll up our sleeves and perfect the world?

King didn't say, not directly, but 40 years later, then Illinois senator Barack Obama, talking about Dr. King, assumed that history does bend, "It bends towards justice," he said, "but here is the thing: it does not bend on its own. It bends because each of us in our own ways put our hand on that arc and we bend it in the direction of justice..."

Are We Ever-Do-Slightly Angels?

I don't feel the need to choose here. If, as Kevin suggests, we have been seeded with a little angel dust, if love and altruism have been a teeny boost in us, I'm OK with that. I need the help. I am thankful for any angels I can get. But I'm also wary of my shortcomings, of my temper, of my capacity for not being kind. I certainly don't feel like an angel.

I'd rather strive to stay ahead of my darkness, and keep aiming for the light. People will never be perfect. The Australian philosopher John Passmore said it for me. He thinks people are capable of enormous kindness, but they get there by knowing they might slip, that people can be nasty, and that progress is "a consequence of their remaining anxious, passionate, discontented human beings. To attempt, in a quest for perfection, to raise men above that level is to court disaster; there is no level above it, there is only a level below it."

Not being bad, I think, is the best way to be good.

Lawmakers worry 'fiscal cliff' deal is elusive

WASHINGTON - With anxiety rising as the country lurches towards a "fiscal cliff," lawmakers are increasingly skeptical about a possible deal and some predict the best possibility would be a small-scale patch because time is running out before the yearend deadline.

Sen. Joe Lieberman predicted Sunday: "We're going to spend New Year's Eve here, I believe."

Even those who see the possibility of a deal don't expect a lot.

Sen. Kay Bailey Hutchison, R-Texas, said she expects "it is going to be a patch because in four days we can't solve everything."

With the collapse Thursday of House Speaker John Boehner's plan to allow tax rates to rise on million-dollar-plus incomes, Lieberman said: "It's the first time that I feel it's more likely we'll go over the cliff than not," meaning that higher taxes for most Americans and painful federal agency budget cuts would be in line to go ahead.

"If we allow that to happen it will be the most colossal consequential act of congressional irresponsibility in a long time, maybe ever in American history because of the impact it'll have on almost every American," said Lieberman, a Connecticut independent.

Wyoming Sen. Jon Barrasso, a member of the GOP leadership, predicted the new year would come without an agreement, and he faulted the White House.

"I believe the president is eager to go over the cliff for political purposes. He senses a victory at the bottom of the cliff," he said.

Democratic Sen. Kent Conrad of North Dakota, chairman of the Senate Budget Committee, was incredulous at Barrasso's assertion that 'there is only one person that can provide the leadership" on such a matter vital to the nation's interests.

"There are 535 of us that can provide leadership. There are 435 in the House, 100 in the Senate and there is the president, all of us have a responsibility here," he said. "And, you know what is happening? What is happening is the same old tired blame game. He said/she said. I think the American people are tired of it. What they want to hear is 'What is the solution?'"

President Barack Obama and Congress are on a short holiday break. Congress is expected to be back at work Thursday and Obama will be back in the White House after a few days in Hawaii.

"It is time to get back to the table," said Sen. Amy Klobuchar, D-Minn., "And I hope if anyone sees these representatives from the House in line shopping or getting their Christmas turkey, they wish them a merry Christmas, they're civil, and then say 'go back to the table, not your own table, the table in Washington.'"

Sen. Mark Warner, D-Va., said he expects something will be passed, but nothing that will solve the nation's growing financial problems.

"I think there's unfortunately only going to be a small deal," he said, but added "it's critical we get to the big deal."

Obama already has scaled back his ambitions for a sweeping budget bargain. Before leaving the capital on Friday, he called for a limited measure that extends George W. Bush-era tax cuts for most people and stave off federal spending cuts. The president also urged Congress to extend jobless benefits for the long-term unemployed that would otherwise be cut off for 2 million people at the end of the year.

The failure of Boehner's option in the House has shifted the focus.

"The ball is now clearly with the Senate," said Lieberman.

He said Senate Majority Leader Harry Reid of Nevada and GOP leader Mitch McConnell of Kentucky "have the ability to put this together again and pass something. It won't be a big, grand bargain to take care of the total debt, but they can do some things that will avoid the worst consequences going over the fiscal cliff."

It was only a week ago when news emerged that Obama and Boehner had significantly narrowed their differences. Both were offering a cut in taxes for most Americans, an increase for a relative few and cuts of roughly $1 trillion in spending over a year. Also included was a scaling back of future cost-of-living increases for Social Security recipients ? a concession on the president's part as much as agreeing to higher tax rates was for the speaker.

Lieberman was on CNN's "State of the Union," while Barrasso, Klobuchar and Conrad appeared on "Fox News Sunday." Hutchison and Warner were on CBS' "Face the Nation."

Dead passenger found riding Berlin subway

BERLIN - A 65-year-old man thought to be sleeping while sitting upright on a Berlin underground train as it crisscrossed the German capital was actually dead, police said on Sunday.

"It's tragic," a Berlin police spokeswoman said. "We don't know how long he was sitting dead on the train nor do we know the exact cause of death yet. There are no indications of foul play. He seems to have died of natural causes."

The man was found in the U-8 underground train line that runs all night at the Weinmeisterstrasse station at 5:45 a.m. when a rail worker tried wake the man up by gently shaking him. Medics were called in but could only pronounce the man dead.

A preliminary investigation showed no indications of the man being murdered. A more detailed autopsy is planned for Monday.?

But if Mr. LaPierre had any intention of softening his rhetoric regarding the recent Sandy Hook grade school shooting in Connecticut ? particularly in light of normally pro-gun pundits and elected officials distancing themselves from his adamant stance ? that was not apparent Sunday when he sat down for an interview on NBC?s ?Meet the Press.?

?If it?s crazy to call for putting police in and securing our schools to protect our children, then call me crazy,? LaPierre told NBC?s David Gregory. ?I think the American people think it?s crazy not to do it. It?s the one thing that would keep people safe and the NRA is going try to do that.?

The NRA?s chief spokesman also dismissed any congressional effort to restrict the sale of assault-style rifles, limit the size of ammunition clips, or require background checks for those who purchase firearms at private gun sales ? legislation Sen. Curbing private gun sales, he said, would put ?every gun sale under the thumb of the federal government.?

The NRA has tasked former congressman and former Drug Enforcement Administration chief Asa Hutchinson with developing its proposal to put more armed guards in schools ? an idea opposed by many parents in Newtown, Conn., where Adam Lanza, armed with an assault-style rifle with large magazines, handguns, and hundreds of rounds of ammunition, killed 20 first-graders and six women who worked at the school before taking his own life.

On CNN?s ?State of the Union,? Mr. Hutchinson likened armed school guards to plain-clothes air marshals on passenger airliners, or to such guards in uniform at some shopping malls or movie theaters.

?People resisted having weapons on airplanes, but I oversaw the federal air marshals,? Hutchinson said. ?It's a deterrent. No one sees that weapon, but they are protected on that airplane, and it's a huge positive impact on safety."

BPA exposure in fetal livers

ScienceDaily (Dec. 3, 2012) ? New research from the University of Michigan School of Public Health found BPA, or bisphenol A, in fetal liver tissue, demonstrating that there is considerable exposure to the chemical during pregnancy.

Researchers also found a proportionately higher concentration of free BPA -- as opposed to the conjugated forms modified by the body for elimination -- further showing that in fetuses the ability to eliminate the chemical from the body is not the same as in adults.

"The general message from our research is that people have to be cognizant of the fact that the adult body may be able to deal with a particular exposure but a developing fetus may not," said Muna Nahar, doctoral student in the School of Public Health's Department of Environmental Health Sciences and first author on the paper.

Previous animal studies have associated BPA with breast and prostate cancer, and reproductive and behavioral abnormalities. Some research on effects to human health has tied BPA to cardiovascular disease, miscarriage, decreased semen quality and childhood behavioral issues. The chemical also may impact metabolism, diabetes and obesity, although more studies are required to determine its effects.

Prior research on BPA -- a chemical used in many consumer products, including plastic bottles and metal food and beverage cans -- has measured concentrations of the chemical in urine. About 95 percent of those who have been tested in a nationally representative health survey study show some level of BPA, but the research to date had yet to firmly establish the presence of the chemical in tissues.

Understanding the internal dose is essential to determine adverse effects on health, the researchers say. BPA can reach the body through ingestion, inhalation and by contact with the skin.

Nahar and colleagues Dana Dolinoy of the U-M School of Public Health and Chunyang Liao and Kurunthachalam Kannan of the Wadsworth Center at the New York State Department of Health studied the livers of 50 first- and second-trimester fetuses, using high-performance liquid chromatography and mass spectrometry. They found wide variances in how much BPA was present in livers, with some fetuses showing high levels of exposure.

"The finding of free BPA in fetuses is significant," said Dana Dolinoy, the John G. Searle Assistant Professor of Environmental Health Sciences and senior/corresponding author of the study.

After measuring a three-times-higher concentration of free BPA than the conjugated forms in the fetal livers, the researchers then examined the enzymes responsible for metabolizing the chemical and compared them with those at work in adult male and female livers.

"Our research shows that the argument that it's so rapidly metabolized is not true in fetuses," Dolinoy said.

Two killed when bus hits overpass at Miami airport

(Reuters) - A tour bus slammed into an overpass at Miami International Airport on Saturday, fatally injuring two passengers, an airport official said.

The accident occurred as the large bus headed into the arrivals section in the lower level of the airport at 8 a.m., said airport spokesman Marc Henderson. Buses that size do not normally go there, he said.

One person was killed when the top of the bus hit the overpass and a second died later at a hospital, he said.

Authorities are trying to determine why the bus entered an area with low overhead clearance. The driver may have been lost or confused, Henderson said.

The overpass had a clearance of eight feet and six inches, Henderson said. The bus was about nine feet tall, he said.

The 32 passengers were seated at a higher level than the driver, who was questioned by police after the crash, Henderson said.

A Miami-Dade Fire Rescue dispatcher said 26 people were transported to various hospitals. Most of the injured were able to walk away from the bus, she said.

Authorities did release the identity of the victims.

Miami police and fire officials are investigating what led to the crash.

Rebels leave key Congo town, boosting peace hopes

GOMA, Democratic Republic of Congo -- Rebel fighters, singing and brandishing weapons, pulled out of Democratic Republic of Congo's eastern border city of Goma on Saturday, raising hopes regional peace efforts could advance negotiations to end the insurgency.

The rebel withdrawal from Goma on Lake Kivu, a strategic hub in the country's war-scarred eastern borderlands, was agreed in a deal brokered by presidents of the Great Lakes states under Uganda's leadership a week ago.

Goma's fall on November 20 to the Tutsi-led M23 rebel movement which routed United Nations-backed government forces triggered a diplomatic scramble to prevent a wider escalation of the eight-month-old rebellion in the conflict-prone region.

The rebels had said they would fight to topple Congo's President Joseph Kabila and march on the capital Kinshasa, 1,000 miles to the west. U.N. experts accuse Rwanda and Uganda of supporting the revolt, a charge both strongly deny.


In the center of Goma, blue-helmeted U.N. peacekeepers from Uruguay in white armored vehicles watched as camouflage-clad M23 fighters scrambled on to the back of flatbed trucks with battered suitcases and other belongings before driving off.

"We are leaving today," M23's military chief Colonel Sultani Makenga told reporters.

Residents lined the streets leading out of the city to watch as the truckloads of singing rebels drove out, heading for previously agreed positions 13 miles north of Goma from where M23 launched its lightning offensive two weeks ago.

On the dusty road by the U.N.-controlled airport, about 100 rebels trudged out of town on foot. Some of the trucks leaving Goma carried crates of captured munitions and military supplies.

Makenga, who faces a U.N.-imposed assets freeze and travel ban for leading the revolt, said the M23 withdrawal was in response to a request from Ugandan President Yoweri Museveni.

"We are leaving for peace," Makenga said, following a brief ceremony in which a squad of around 40 M23 fighters, wearing mottled green camouflage uniforms, peaked caps and black gumboots, first paraded and then sang and danced.

If there are no hitches, a full rebel withdrawal from lakeside Goma, which lies in sight of the towering Mount Nyiragongo volcano, will provide breathing space for possible follow-up negotiations between the rebels and Kabila.

Humanitarian agencies say hundreds of people have been injured and thousands displaced by the recent fighting.

The Congolese president has said he is willing to listen to the rebels' grievances, but there is considerable mistrust between the two sides and Kabila faces pressure from within his own army to pursue a military solution rather than talks.

"If Kabila provokes us, we will come back," Makenga said. "If he wants peace there will be peace, if he wants war, there will be war," he added.

Uganda's junior foreign minister, Asuman Kiyingi, told Reuters Kampala would encourage the two sides to talk. "Now that M23 has withdrawn, it's important that the Kinshasa government also addresses the grievances of these people (M23)," he said

Goma lies at the heart of Congo's eastern borderlands which have suffered nearly two decades of conflict stoked by long-standing ethnic and political enmities and fighting over the region's rich resources of gold, tin, tungsten and coltan. The latter is a precious metal used to make mobile phones.

On Friday, the pullback plan appeared to run into problems, including a dispute over abandoned army supplies the insurgents wanted to take with them.

But this incident did not appear to impede the pullout, which U.N. officials expected would be completed on Saturday.

Congolese policemen who had been brought in to help keep order as the rebels left were also visible in the streets.

In the face of evidence supplied by U.N. experts about Rwandan involvement in the rebellion, a number of Western donors have frozen aid to Kigali. Rwandan President Paul Kagame has angrily rejected the charges against his government.

In the latest move, Britain, Rwanda's largest bilateral donor, said on Friday it was withholding 21 million pounds ($34 million) of budget support.

Rwanda has twice invaded its western neighbor Congo over the past two decades, at one point sparking a conflict dubbed "Africa's World War" that drew in several countries.

It has justified its interventions by arguing it was forced to act against hostile Rwandan Hutu fighters who fled to Congo after the 1994 Rwandan genocide that saw 800,000 Tutsis and moderate Hutus killed by Hutu soldiers and militia.

The M23 rebels said they took up arms over what they cited as the government's failure to respect a March 23, 2009, peace agreement that envisaged their integration into the army.

They have since broadened the scope of their movement, which takes its name from the peace deal date, declaring their aim to "liberate" the entire Central African nation and oust Kabila.

Aid agencies say more than 5 million people have died from conflict, hunger or disease in Congo since 1998.
