Congress asks who created Benghazi 'talking points'

WASHINGTON - Lawmakers said Sunday they want to know who had a hand in creating the Obama administration's now-discredited "talking points" about the Sept. 11 attack on a U.S. diplomatic post in Benghazi, Libya, and why a final draft omitted the CIA's early conclusion that terrorists were involved.

The answers could explain why President Barack Obama and top aides, including U.N. Ambassador Susan Rice, described the attack for days afterward as a protest against an anti-Islam video that spontaneously turned violent and why they played down any potential link to al-Qaida, despite evidence to the contrary.

Administration officials have defended the portrayal of the attack as relying on the best information available at the time that didn't compromise classified intelligence. Democrats say CIA and other intelligence officials signed off on the final talking points.

Republicans have alleged a Watergate-like cover up, accusing White House aides of hiding the terrorism link in the run-up to the Nov. 6 presidential election so voters wouldn't question Obama's claim that al-Qaida's power had diminished.

"I know the narrative was wrong and the intelligence was right. ... We're going to get to the bottom of how that happened," said Republican Rep. Mike Rogers, chairman of the House Intelligence Committee.

Democratic Sen. Dianne Feinstein, who heads the Senate Intelligence Committee, said she doesn't believe the White House altered the document for political reasons. But she said she has lingering concerns about how the talking points were created when it was clear early on that the military-style assault wasn't a simple protest gone awry.

She said Congress has asked the administration to provide a detailed explanation.

"We gave the direction yesterday that this whole process is going to be checked out," said Feinstein. "We're going to find out who made changes in the original statement. Until, we do I really think it's unwarranted to make accusations."

The inquiry comes on the heels of closed testimony to the committees last week by former CIA Director David Petraeus. According to lawmakers who attended the meetings, Petraeus said the reference to al-Qaida was removed from the final version of talking points, although he wasn't sure who or which federal agency deleted it.

A senior U.S. official familiar with the document, who spoke on condition of anonymity because the official was not authorized to discuss the process publicly, said the al-Qaida reference was deleted because the information came from classified sources and the links were tenuous. The administration also did not want to prejudice a criminal investigation in its early stages, that official said.

Feinstein confirmed that intelligence officials told her in closed briefings that they were reluctant to name any particular terrorist group without being certain. But, she added, it was clear very soon after the attack that the violence didn't stem from a political demonstration.

Ben Rhodes, Obama's deputy national security adviser, told reporters travelling with the president to Asia that any substantive edits to the talking points would have come from intelligence agencies themselves. The only change the White House made, he said, was to correct a reference to the facility in Benghazi as a "diplomatic facility," instead of a "consulate."

"Other than that we were guided by the points that were provided by the intelligence community. So I can't speak to any other edits that may have been made," he said.

But lawmakers said that at Capitol Hill briefings last week officials representing the FBI, State Department and CIA did not address what role political appointees such as Rice might have played in the generation of the talking points. Republicans said they want Rice to testify about what she knew and when she knew it.

"What I do know is that every member in the intelligence community says that references to al-Qaida were removed by somebody, they don't know who," said Republican Sen. Saxby Chambliss.

Democratic Sen. Carl Levin, chairman of the Senate Armed Services Committee, said Petraeus had signed off on the final talking points and that going after Rice was a useless witch hunt.

But Republican Rep. Peter King said senior intelligence officials were strong-armed into doing so.

"Well, they had no choice," said King, chairman of the House Homeland Security Committee. "They had no choice at that stage."

King did not elaborate on how he would know whether Petraeus was compelled to sign off on the talking points, and the lawmaker did not give any more details to bolster his allegation.

Republican Sen. Olympia Snowe, a member of the Senate Intelligence Committee, said she expects the committee will hold at least three more hearings on the matter and publish a report on its findings.

"It took 17 days for the director of national intelligence even to issue a statement to say that it was a deliberate and organized terrorist attack," said Snowe. "That's unacceptable in today's environment."

Feinstein and Rogers spoke on NBC's "Meet the Press." Levin and King were on ABC's "This Week." Chambliss appeared on "Fox News Sunday" and Snowe was on CBS' "Face the Nation."

Canton church to be recognized as basilica

St. John the Baptist Catholic Church officially will be recognized as the newest of the 74 Catholic basilicas in the United States at 2 p.m. Nov. 25 at 627 McKinley Ave. NW.

An elevation liturgy will be celebrated by Bishop George V. Murry, head of the Catholic Diocese of Youngstown.

The Vatican designates a church as a basilica in recognition of its historic, ministerial or architectural importance. Founded in 1823, St. John the Baptist is the oldest Catholic congregation in Northeast Ohio, existing before there were Catholic parishes in Cleveland or Akron.

Of the 74 basilicas in the United States, only one other is in Ohio, the Basilica and National Shrine of Our Lady of Consolation in Carey.

While enjoying a special recognition from the Vatican, a basilica accepts special responsibility for promoting the teachings of the pope and celebrating special religious feast days of the Roman Catholic Church.

During a period of about three years, the parish, led by its pastor, the Rev. Ronald Klingler, and encouraged by Murry, worked on its basilica application and waited for a decision by the Vatican. Murry received the designation June 19.

Admission to the Nov. 25 Mass will be by ticket only, available first to members of the parish and special guests. Any remaining tickets will be available to the public Monday by calling 330-454-8044, ext. 201. Seating is limited.

South Brandon resident Ashlyn Gaughan and her skating partner Cody Lithco recently qualified for the 2013 Prudential U.S. Figure Skating Championships in Omaha, Neb., Jan. 20-27.

Gaughan and Lithco earned their place in the championships by placing fourth in ice dance at the Midwest Sectional Figure Skating Championships last weekend in Ohio.

The two train in Colorado Springs, Col. Gaughan attended Bloomingdale High School until the middle of her junior year when she was offered the chance to train in Colorado with new coaches. Now a senior, she attends Hillsborough Virtual School and maintains a 5.6 grade point average while taking four Advanced Placement and two honors courses online.

She is accepting donations to offset the cost of traveling back and forth between Florida and Colorado, and for housing and living expenses in Colorado.

Her parents both are school district employees.

Gaughan skates at the Brandon Ice Sports Forum, Ellenton Ice and Sports Complex and the Ice Factory in Kissimmee when she is not in Colorado.

Ireland probes death of ill abortion-seeker

DUBLIN (AP) ? The debate over legalizing abortion in Ireland flared Wednesday after the government confirmed that a woman in the midst of a miscarriage was refused an abortion and died in an Irish hospital after suffering from blood poisoning.

Prime Minister Enda Kenny said he was awaiting findings from three investigations into the death of Savita Halappanavar, a 31-year-old Indian woman who was 17 weeks pregnant. Her case highlighted the legal limbo in which pregnant women facing severe health problems can find themselves in predominantly Catholic Ireland.

Ireland's constitution officially bans abortion, but a 1992 Supreme Court ruling found the procedure should be legalized for situations when the woman's life is at risk from continuing the pregnancy. Five governments since have refused to pass a law resolving the confusion, leaving Irish hospitals reluctant to terminate pregnancies except in the most obviously life-threatening circumstances.

The vast bulk of Irish women wanting abortions, an estimated 4,000 per year, simply travel next door to England, where abortion has been legal on demand since 1967. But that option is difficult, if not impossible, for women in failing health.

Halappanavar's husband, Praveen, said doctors at University Hospital Galway in western Ireland determined she was miscarrying within hours of her hospitalization for severe pain on Sunday, Oct. 21. He said over the next three days, doctors refused their requests for an abortion to combat her surging pain and fading health.

The hospital declined to say whether doctors believed Halappanavar's blood poisoning could have been reversed had she received an abortion rather than waiting for the fetus to die on its own. In a statement, it described its own investigation into the death, and a parallel probe by the government's Health Service Executive, as "standard practice" whenever a pregnant woman dies in a hospital. The Galway coroner also planned a public inquest.

"Savita was really in agony. She was very upset, but she accepted she was losing the baby," he told The Irish Times in a telephone interview from Belgaum, southwest India. "When the consultant came on the ward rounds on Monday morning, Savita asked if they could not save the baby, could they induce to end the pregnancy? The consultant said: 'As long as there is a fetal heartbeat, we can't do anything.'

"Again on Tuesday morning ... the consultant said it was the law, that this is a Catholic country. Savita said: 'I am neither Irish nor Catholic' but they said there was nothing they could do," Praveen Halappanavar said.

He said his wife vomited repeatedly and collapsed in a restroom that night, but doctors wouldn't terminate the fetus because its heart was still beating.

The fetus died the following day and its remains were surgically removed. Within hours, Savita was placed under sedation in intensive care with blood poisoning and he was never able to speak with her again, her husband said. By Saturday, her heart, kidneys and liver had stopped working. She was pronounced dead early Sunday, Oct. 28.

The couple had settled in 2008 in Galway, where Praveen Halappanavar works as an engineer at the medical devices manufacturer Boston Scientific. His wife was qualified as a dentist but had taken time off for her pregnancy. Her parents in India had just visited them in Galway and left the day before her hospitalization.

Praveen Halappanavar said he took his wife's remains back to India for a Hindu funeral and cremation Nov. 3. News of the circumstances that led to her death emerged Tuesday in Galway after the Indian community canceled the city's annual Diwali festival. Savita Halappanavar had been one of the festival's main organizers.

Opposition politicians appealed Wednesday for Kenny's government to introduce legislation immediately to make the 1992 Supreme Court judgment part of statutory law. Barring any such bill, the only legislation defining the illegality of abortion in Ireland dates to 1861, when the entire island was part of the United Kingdom. That British law, still valid here due to Irish inaction on the matter, states it is a crime punishable by life imprisonment to "procure a miscarriage."

In the 1992 case, a 14-year-old girl identified in court only as "X'' successfully sued the government for the right to have an abortion in England. She had been raped by a neighbor. When her parents reported the crime to police, the attorney general ordered her not to travel abroad for an abortion, arguing this would violate Ireland's constitution.

The Supreme Court ruled she should be permitted an abortion in Ireland, never mind England, because she was making credible threats to commit suicide if refused one. During the case, the girl reportedly suffered a miscarriage.

Since then, Irish governments twice have sought public approval to legalize abortion in life-threatening circumstances ? but excluding a suicide threat as acceptable grounds. Both times voters rejected the proposed amendments.

Legal and political analysts broadly agree that no Irish government since 1992 has needed public approval to pass a law that backs the Supreme Court ruling. They say governments have been reluctant to be seen legalizing even limited access to abortion in a country that is more than 80 percent Catholic.

An abortions right group, Choice Ireland, said Halappanavar might not have died had any previous government legislated in line with the X judgment. Earlier this year, the government rejected an opposition bill to do this.

"Today, some 20 years after the X case, we find ourselves asking the same question: If a woman is pregnant, her life in jeopardy, can she even establish whether she has a right to a termination here in Ireland?" said Choice Ireland spokeswoman Stephanie Lord.

Coincidentally, the government said it received a long-awaited expert report Tuesday proposing possible changes to Irish abortion law shortly before news of Savita Halappanavar's death broke. The government commissioned the report two years ago after the European Court of Human Rights ruled that Ireland's inadequate access to abortions for life-threatening pregnancies violated European Union law.

The World Health Organization, meanwhile, identifies Ireland as an unusually safe place to be pregnant. Its most recent report on global maternal death rates found that only three out of every 100,000 women die in childbirth in Ireland, compared with an average of 14 in Europe and North America, 190 in Asia and 590 in Africa.
